Traffic safety from Lt. W.G. Campbell.Wednesday, 15 December 2010.Each week a traffic safety tip appears in the Wednesday edition of the Cleveland Daily Banner.Traffic Safety Tip provided by the Bradley County Sheriff’s Office Traffic Unit:.Allow yourself time.Depending on your trip to work, to friends, to a family’s home or a vacation, etc., always allow enough time to get yourself there unharmed and on time. We often don’t allow ourselves enough time to get where we are going and we get in a big hurry. This tends to lead to us taking chances or risks we would not ordinarily take, such as speeding, trying to "beat" a traffic light, beating the train across the tracks, slowing at a stop sign instead of stopping, or passing on a double yellow-line. Violated!.Violated is how residents feel who have been a victim of a burglary. They lose their sense of security in their own home.Anxiety and worry invade their mind and they never quite feel safe again. This is the reason why it is so important to organize and start a Neighborhood Watch program. Not only does it provide security for you, but it increases neighborhood cohesion, and results in a civic pride that you are doing the right thing and making a difference in your community.Anyone interested in starting a Neighborhood Watch program, contact me, Lt. Bob Hancock, by office phone, 728-7321, or e-mail firstname.lastname@example.org. Please feel free to contact me for information on installing a watch in your neighborhood. Our goal is to drive down crime by installing as many Neighborhood Watches as possible. The more citizens participate in their own security, the safer their neighborhood, and the county will be as a whole. The BCSO Neighborhood Watch program is available to the entire county. It doesn’t matter if your neighborhood is in the city, or the county, our program is open to everyone. We are all in this together! .

Detectives make second Oxycodone bust.Thursday, 09 December 2010.A day after Bradley County detectives arrested a Florida woman for having over 4,000 Oxycodone and Xanax pills in her possession during a traffic stop on I-75, on Wednesday Bradley County detectives seized 105 Oxycodone pills from a Georgia man.Drug interdiction detectives observed a vehicle on I-75 that was following too close to another vehicle. After attempting a traffic stop the driver pulled off onto Paul Huff Parkway. During the investigation a pill bottle containing 30 mg. Oxycodone pills was found in the possession of the vehicle’s passenger, Robert Jamal Johnson of Decatur Georgia. We receive complaints daily of people speeding or driving recklessly on our roadways as pointed out by the sheriff in his article Oct. 31. As I pointed out earlier, traffic enforcement is not popular, but now I hope you realize the importance of it.We do not want to issue citations. Our preferred method is to issue a warning. We issue about 10 warnings for every citation written. We will write a citation if the traffic infraction rises to a level deserving one.The whole point of this piece is to educate you so that you don’t get stopped, you are not issued a citation, you are not in an accident, and you are not hurt or killed in an accident. So over the next several months I will be speaking to you through the Banner, giving you tips on safe driving habits and occasionally telling you some odds and ends about the Sheriff’s Office. - Traffic Unit Safety Tip: Vehicle Maintenance.Always maintain your vehicle in good working condition, especially the tires. Tire pressure is often overlooked and is one of the more important issues in the safe operation of your vehicle. Underinflation or overinflation generally will not cause you to lose control of your car. It can contribute to losing control more quickly or the inability to gain control back. You should check you tire pressure at least once a week or before any long trip.Trivia: Did you know? — The Bradley County Jail issues more than 50,000 rolls of toilet paper a year to inmates — and no, it’s not Charmin.

Speaking to both occupants who had conflicting stories about travel plans, the detectives received consent to search for illegal substances. While looking in the rear cargo area the detectives noticed an unnatural bulge in the back of the rear seat. Upon closer inspection they found several bags of pills hidden there. The bags were found to contain 3,600 Oxycodone and over 400 Xanax pills that could have netted street dealers in excess of $55,000.32-year-old Deidrea Renaye Graham of Lake Park Florida, the vehicle passenger, claimed ownership of the pills and was charged with possession of schedule II and IV drugs for resale, simple possession of marijuana, and possession of drug paraphernalia. The driver, Jacolby Wadell Dunbar of Tallahassee Florida, was also arrested after being found in possession of two ecstasy pills. While searching the vehicle detectives found a loaded .380 caliber handgun between the two front seats.Dunbar, who is 23 years-old, was charged with possession of schedule I for resale, possession of a firearm, possession of drug paraphernalia and following too close.Johnson, also 23 years old, was charged with possession of schedule II for resale, possession of a firearm and possession of drug paraphernalia. Jacolby Wadell Dunbar.Robert Jamal Johnson.Drug Unit keeps 4,000 pills off the street.Wednesday, 08 December 2010.A vehicle that radar confirmed to be over I-75’s posted 70 mile-per-hour speed limit was stopped by Bradley County Drug Unit detectives Tuesday afternoon thus keeping over 4,000 pills from reaching the streets of American cities.Interdiction detectives observed the 2010 Ford Taurus as it passed the 25th Street exit at 77 miles per hour. They caught up to the vehicle and performed a traffic stop south of the Charleston exit.

The career deputy learns the hangouts, the habits and the acquaintances of career criminals. One study last year indicated that the main reason crime was down in most of America was that many career criminals were behind bars. It’s a fact that most burglars don’t just commit one burglary. Often they commit dozens before they are caught. Some years ago we had a burglary in progress call that involved two experienced burglars from adjacent counties west of Bradley County. Our deputies captured one after a car chase and then arrested the other the next day. Graham remains in the Bradley County jail.Deidrea Renaye Graham.Sheriff Jim Ruth: Officers sixth sense.Thursday, 09 December 2010.SIXTH SENSE: "A power of perception like but not one of the five senses: a keen intuitive power," — Webster’s Dictionary. Some say many law enforcement officers have a "sixth sense," when it comes to work situations. They seem to know and see things that others miss. This sixth sense is actually a skill that has been acquired through both formal and informal training. It’s a quality that successful preachers of the gospel, teachers, and salespeople possess. When a seasoned deputy drives through a neighborhood he or she is quick to see if something is askew. That might be a door ajar, a car in a driveway that doesn’t normally park there. It might be a car tag that is loose or a key-lock missing from the truck lid. There are many more subtle signs that deputies learn to watch for as they patrol their zones. The good detective learns body language and also how to listen to a suspect or even a witness. Sometimes it is what a suspect doesn’t say that causes the detective to probe deeper.

Exterior motion lighting, deadbolt locks, decorative foliage height management, and lockable windows in good repair are a start.Video surveillance systems are also highly effective in deterring crime and identifying subjects if a break-in occurs. The best method to deter crime is to be a part of an active Neighborhood Watch program.A Neighborhood Watch provides many eyes that can observe and report crime. It is the most cost-effective way to significantly improve your security.Trusted neighbors that have your best interest at heart, can, and do, make a difference. The Bradley County Sheriff’s Office has active patrols in operation, city and countywide, 24/7. We can react quickly if notified of a suspicious vehicle, person, or a suspicious activity in progress. Our Deputies love to catch criminals in the act, and prevent property from being taken. A good Neighborhood Watch provides the early warning we need to do our job. Once hooked on meth, a loved one no longer is that sweet little boy or girl you once knew and loved. They morph into a person without morals or ethics, and are driven to do whatever they have to do to obtain their next high. This includes breaking into your home, car, or even stealing from you when they are in your home with permission. Many of the criminals know when you are at work, church, or on a trip or vacation. While not all burglaries or thefts are perpetrated by known people, many are.The bottom line is that very few people should be trusted to know your business, and your comings and goings. Common sense should dictate the use of caution when revealing to others that you possess items such as artwork, firearms, precious metals or coins, jewelry, electronics or other highly desirable and easily disposed of items. What can be done to provide some measure of security for one’s home and possessions?.There are several things that the individual homeowner can do unilaterally to improve his or her security.A home security system is ideal not only as a deterrent, but as a method to notify law enforcement of a break-in.

Often it results in sharing of information and help in solving crimes and apprehending criminals. Our deputies continue daily to add to this "sixth sense" as they work to do what they can to keep people secure in their persons and property. .Eads Bluff begins Neighborhood Watch.Monday, 06 December 2010.The Bradley County Sheriff’s Office Presents.Eads Bluff Area.Neighborhood Watch Meeting.Come out and participate in this joint effort between the citizens of your area and the Bradley County Sheriff’s Office. These two burglars had just gotten out of the state prison system, where they had been serving sentences for committing more than 140 home burglaries. After a few days out of jail, they borrowed a car and started their crime sprees once again.Bradley County deputies stopped them once again. As you can see from this type of situation, the state prisons do not keep them locked up for long. Overcrowding unfortunately is the reason, many times.A patrol deputy is alert to erratic driving by people under the influence of alcohol or drugs. A car may drift over the center line several times or veer too far to the right, make exaggerated turns, taking up more space than needed, or make too quick a turn. Yet, other intoxicated drivers may be more subtle with their erratic driving and may be harder to detect, but the experience deputy can spot them too.A successful career at the Bradley County Sheriff’s Office requires continuous learning. This process involves mandatory annual in-service training, and learning from more senior deputies. But, we also send our people away to specialized schools and seminars that are germane to our local law enforcement needs. An added benefit for our employees to attend these specialized educational opportunities is that they enlarge their network of contacts as they meet with officers from other cities and counties. Part of this network of contacts in law enforcement lasts an entire career.

Drug Unit keeps 4,000 pills off the street. From Traffic Lt. W.G.Campbell. Detectives make second Oxycodone bust.
Let’s face it, traffic enforcement is not popular. No one wants to be stopped or stopped and issued a citation. I have to agree, I would not want one either. However, seeing the deadly consequences of reckless or careless driving behaviors, I must say that one of the most important things we do at the Sheriff’s Office is traffic enforcement. The daily leading cause of injury and property damage to our citizens is accidents. My career here at the BCSO started in 1991 and since then, more than 250 people have lost their lives in car crashes in Bradley County. To put things in perspective, in that same time frame we had approximately 50 murders. This is not meant to diminish any other crime, just to point out the importance of traffic enforcement. The history encapsulates a timeline of events leading to the real basis regarding the topic of why there is a traffic unit at the sheriff’s office. The Bradley County Sheriff’s Office started in 1836, just after the formation of Bradley County. We’ve had 47 sheriffs, with Jim Ruth being our current.Just over 200 full-time employees and just less than 100 volunteers make up the men and women of the Sheriff’s Office.Currently there are six divisions.- The Patrol division is easily the most visible. Patrol serves the citizens of the county 24 hours a day, 365 days a year. They are often referred to as the "front line" of the department because they respond to a variety of emergency and non-emergency situations ranging from criminal investigations to accidents to domestic situations. The Patrol Division includes several units — the Traffic Unit being one of them. - The Traffic Unit started in 2003 by a grant received from the Governor’s Highway Safety Office. The ultimate goal of traffic enforcement is to reduce traffic crashes, thus protecting lives and property. All patrol deputies have the responsibility of enforcing traffic laws, but the increase in population and the increase in the number of miles that must be patrolled have established the need for a specialized traffic enforcement unit directed toward crash reduction. This is done through preventative patrol operations based on continuous analysis of traffic data such as crashes, incidents of DUI arrests, and complaints received from the community.

This evil crosses all socioeconomic lines and fundamentally changes the "user" forever.Even if rehabilitated, the addiction remains, and so do the scars of the wrongs they have committed — be advised, the criminal who burglarizes your home, car or steals your property may well be a childhood friend, a close relative, or a person in the pew next to you in church. Bottom line, super-addictive substances like methamphetamine or cocaine can change a person as well as their thought processes and morals.
