In East Central Minnesota.It was first platted on.May 19, 1882, incorporated as a village in March 1891,. and was designated a city by state statute in 1973.Mora currently operates as an Optional Plan A Statutory City which is a strong council/weak mayor form of government.The citizens of Mora elect a mayor and four council members to four-year staggered terms.The Council is assisted by a number of citizen boards.These include: the Public Utility Commission who governs the city’s electric, water, and wastewater utilities; the Housing and Redevelopment Authority and the Economic Development Authority who carry out the city’s housing and economic activities; the Planning Commission who advise the council on planning and land use matters; the Airport Advisory Board who advise the council on airport matters; and the Park Board who advise the council on park related activities. A city administrator is appointed by the city council and the public utilities commission to handle the day-to-day affairs of the city.The state demographer estimated the 2008 population of Mora at 3,681 in 1,627 households.The city covers an area of 4.31 square miles and contains the two lakes of .Spring.Lake, and a portion of the Snake River.City Ordinances.The City of Mora's ordinance code is available on-line! .Ordinances adopted after the publication date of the code are posted here until they are incorporated into the city code.
