Major Schlossnagle obtained an Associate of Arts degree with Honors in Criminal Justice and a Certificate in Police Administration, and has attended the University of Maryland and the University of Virginia. He has also completed the Northwestern Universitys School of Police Staff and Command and courses at the FBI Academy. Major Schlossnagle is a member of a variety of organizations including the American Legion, Veterans of Foreign Wars, Vietnam Veterans of America, and the Fraternal Order of Police.

G.E.D. Classes.Sponsored by Garrett County Community College the classes are available to those inmates who request to participate and meet basic eligibility requirements.Jail Substance Abuse Programs.A 13 week program designed to educate inmates who have a history of drug and/or alcohol abuse. The program is sponsored by Garrett County Addictions Services.Alcoholics Anonymous (AA).This program is run by Inmates who have been approved by the Administrator. Participation in this program is voluntary. Due to the increase in the inmate population it was expanded to house approximately 64 inmates, which includes accommodations for 8 females and 4 juveniles. Inmates can be held in our facility who are sentenced to not more than 18 months.PROGRAMS.There are several programs available to inmates:.Work Release Program.Inmates who are sentenced to the Garrett County Detention Center may participate in the Work release program upon the recommendation of the sentencing judge and upon approval of the Warden,.

Currently the Detention Center employs in addition to the Jail Administrator, an Asst. Jail Administrator, 20 full time certified Corrections Officers and 5 part time Corrections Officers. Correctional Officers must complete a Correctional Academy as approved by the Maryland Correctional Training Commission.

Commissary

Inmates participate in offering their assistance to the County Landfill and to towns requiring services.Inmates who have earned a "Trustee" status also perform various duties within the Detention Center and Sheriff's Office. The duties performed are under the Detention Center supervision.STAFFING.Currently the Detention Center employs in addition to the Jail Administrator, an Asst. Mental Health Counseling.Mental Health Counseling is provided by the Garrett County Health Department.Religious Services.The Detention Center offers each inmate the opportunity to visit with a variety of religious personnel representing different denominations on a regular basis.Commissary.Inmates may purchase various items, such as; hygiene items, stationary needs and snacks at their own expense from the Jail commissary.Indigent Services.Items are provided at no cost to those inmates who have no funds. Medical Services.Medical services are overseen by a staff Physician to meet the medical needs of inmates in our care. Emergency services are provided by local EMS agencies and local hospital.State Highway Work Crew.Inmates as assigned may work on a State Highway work crew, performing various duties within the County on State Roads.LASI (Library Assistance State).LASI provides reference services to inmates and to aid the Division of Corrections and other agencies in meeting their "Access to the Courts" obligation.

Polygraph Association, and the executive board of the Maryland Association for Bank Security.He has coordinated and participated in security details for Presidents James Carter and William Clinton and was a guest speaker in Oklahoma at a national conference on Serial Murders, Unidentified Bodies, and Missing Persons and has instructed numerous classes for a variety of law enforcement agencies.Major Schlossnagle was subsequently hired by the Garrett County Sheriffs Office where he served in Court Security and as the Community Services Coordinator. He has commanded various units to include the Hostage Negotiations Unit, Criminal Investigations Division, Support Services Division, and the Vice, Narcotics, and Intelligence Division.Major Schlossnagle was also trained as a Polygraph Examiner and participated in several national serial murder investigations.During his career, Major Schlossnagle has received numerous awards and citations from a variety of agencies including valor awards and Unit Citations.The agencies include the FBI, Secret Service, Superintendent of the Maryland State Police, Howard County Government, Maryland State Fire Marshall, Maryland Law Enforcement Officers, Howard County Sheriff, Governor of Maryland, Howard County States Attorney, and the Baltimore City Police Department. He was also named a Territorial Marshall by the Governor of.Oklahoma.Major Schlossnagle was named the police officer of the year for.Howard.County.in 1973 and employee of the year in 1999.He was designated as a Criminal Investigations Expert in.District Court in 2001.Major Schlossnagle has been appointed to a variety of boards and committees including a Bank Robbery Task Force for the Baltimore Metropolitan Council, consultant to the University of Maryland Police Department polygraph program, Director of the Maryland.

Upon receiving an Honorable Discharge from the army, Major Schlossnagle began his law enforcement career with the Howard County, Maryland Police Department where he proceeded thru the ranks as Private First Class, Corporal, Sergeant, and Lieutenant, retiring with the rank of Detective Lieutenant. While employed with that agency, Major Schlossnagle worked in a variety of assignments including Detectives, Violent Crimes, and Internal Affairs (Office of the Chief of Police). He has commanded various units to include the Hostage Negotiations Unit, Criminal Investigations Division, Support Services Division, and the Vice, Narcotics, and Intelligence Division. The Detention Center was established in 1978.The Detention Center is currently located in Oakland, Maryland and remains the only holding facility in the County. He attended the Army Vietnam Warfare School and in 1968, Major Schlossnagle was assigned to the 25th Infantry Division at Cu Chi, South Vietnam. While in Vietnam, Major Schlossnagle earned the presidential Bronze Star and two Army Commendation Medals. He has also been awarded the U.S. National Defense Medal; Good Conduct Medal, Vietnam Campaign Medal, the South Vietnamese Government Medal, and the Cold War Certificate of Recognition from the Secretary of Defense.
