As of May 2003, the CHIPS program was altered by the New York State Legislature so that all future CHIPS payments to counties would be capital in nature versus the blend of maintenance and capital. This program change restored nearly $300,000 to Genesee County's Highway spending budget and future savings to the General Fund (property tax) are anticipated.However, the CHIPS capital program overall has been cut nearly 3% annually (since 1995) when adjusted for inflation. These cuts, combined with dramatic cost increases in oil, fuel and asphalt products have significantly hindered the county's capability to maintain its roads and bridges. At the same time, we have enhanced several programs to provide the essential transportation improvements that will last well into the next century.We have completed Phase I of the Countywide Water Project. Our Parks, Recreation and Forestry Division has developed the DeWitt Recreation Area and recently completed a Forest Stewardship Plan for the Bethany Park and Forest. The Genesee County Airport is poised to expand and we look forward to our groundbreaking on the relocated State Street Road this fall. We are using new technologies to maintain one of the highest quality county highways networks in the state without a growth in expenditures. We are securing federal and state funds to assist with new development. We are also fostering economic growth and education with new infrastructure. We are continually looking at the way we do business to ensure we remain productive. Through our strong planning, engineering and operational practices, the Genesee County Highway Department has re-emerged as a leader in the community and is once again an example of how local government truly serves the people.Legislation and Funding.One of the most important pieces of funding for local roads is provided under the Consolidated Highway Improvement Project System (CHIPS). The CHIPS program, which is derived from bonds issued by the New York State Thruway Authority, provides two pieces of funding to local governments for the maintenance and rehabilitation of local roads. The CHIPS capital program provides funding for local road and bridge improvements and the CHIPS operations and maintenance program provides funding for general day-to-day activities. The later piece replaces an equal General Fund contribution to the County Road Fund, which obviously impacts local property taxes.

Special Hauling Permits.Permits are also required for hauling overweight and oversized equipment. Haulers must submit an approved NYSDOT permit and proof of liability insurance with their permit application. Applications may be viewed for printing by clicking.(pdf 27 kb). Completed applications should be mailed or faxed to the address above. Approved permits will be returned to haulers within two days.Driveway Permits.Genesee County does not issue formal permits for new driveways on County Roads. Property owners are required to purchase plastic culvert pipe if needed. The County Highway Department will provide labor and materials to install the pipe. Please contact the. Parmalee Rd over Oatka Creek Tributary (LeRoy) -.This Bridge will be replaced with a large aluminum pipe arch culvert.Brookville Rd over Tonawanda Creek Tributary (Alexander) -.This steel arch culvert will be replaced with a double run of precast concrete box culverts.Beaver Rd over Bowen Creek (Alexander) -.This bridge will have its deck replaced. New guide rail will be installed.Townline Rd over Drainage (Byron) -.This culvert will be replaced and extended to tie in with existing drainage structures behind the post office in the Hamlet of Byron. This project will also attempt to alleviate flooding concerns in the hamlet as new storm drainage will be tied into the bridge.
